These two channels are nothing alike, which is exactly what makes the comparison useful. Meta buys attention from people who were not looking for anything. Two opposite targeting logics

Meta built its model on knowing the person: declared attributes, behaviours, affinities, uploaded lists, derived audiences. You choose who to reach, then hope to land at the right moment.

ChatGPT Ads works the other way round. Through context hints entered at the ad group level, you describe the conversations where your offering is relevant. The documentation notes that these hints guide matching but are not exact-match targeting rules: they are broad thematic signals. You choose the moment, and accept not choosing the person precisely.

Person-attribute targeting is in fact very limited on the ChatGPT Ads side: the documentation describes country targeting at campaign level, state, DMA and ZIP code targeting in the United States, and custom audiences built from email or phone lists, usable for inclusion or exclusion. The biggest gap: personalization in Europe

This is the point comparison articles miss and the one that weighs most on a European media plan.

ChatGPT Ads launched on August 24, 2026 in 31 European markets (the 27 EU member states plus Norway, Iceland, Liechtenstein and Switzerland) without ad personalization, on GDPR compliance grounds.

In other words, the central lever of the Meta model, refining delivery from what the platform knows about the user, is not available at ChatGPT Ads' European launch. What remains is the context of the conversation.

Account structure: ad set versus ad group

Both platforms have three levels, but the levels do not carry the same settings.

Creative weight: fewer levers, bigger consequences

On Meta, creative is the main performance lever, with a variety of formats and continuous variant production.

On ChatGPT Ads, the ad is made of four elements only: headline, description, image and landing URL, shown below the model's answer. The official guidance fits in a few lines: keep titles concise within the recommended character limits, prioritise clear and useful details over broad marketing language, add new information in the description, keep images simple and consistent with the message.

Two direct consequences:

  • The expected creative production volume is far lower. An agency used to shipping fifteen variants a month will not have the same workload.

Who sees your ads

A structural inventory difference. On ChatGPT, ads are served only to users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts see none, and OpenAI does not serve ads to accounts identified as belonging to users under 18. Ads stay separate from the model's answers.

On Meta, inventory is not segmented by subscription in ordinary use, and advertising is part of the product for nearly all users.

That says nothing about the relative quality of the audiences, but it says something about coverage: on ChatGPT Ads part of your target is structurally out of reach, which has to be factored in before you promise volume.

Buying models and bidding

ChatGPT Ads offers three objectives: CPM, CPC and oCPC. oCPC optimizes toward conversion likelihood but still bills per valid click, and it requires working conversion tracking with exactly one active standard conversion event. The maximum bid is entered at the ad group level, and OpenAI recommends starting CPC campaigns between $3 and $5 per click, noting there is no reliable, generalized per-industry performance benchmark yet.

Meta offers a wider set of optimizations and conversion events, backed by a far deeper data history.

Measurement: pixel and API on both sides, different maturity

In principle the two platforms look alike: a browser-side JavaScript pixel and a server-side Conversions API, which can coexist with deduplication.

In depth, the gap is clear. Ads Manager Beta reporting includes impressions, clicks, spend, CTR, average CPC, average CPM and conversions, in table view, chart view and CSV export. That is clean, but it is a foundation.

Two cautions not to miss on the ChatGPT Ads side:

  • The main Conversions column counts click-through conversions only.
  • View-through conversions, shown for some accounts on a fixed one-day window, are separate supplemental reporting that OpenAI says should not be added to conversions or used for core metrics like CPA.

The part that hurts agencies: no Business Manager

Meta structured its entire agency ecosystem around a centralised management entity, with delegated access to a client's assets and organised billing.

On the ChatGPT Ads side, the documentation describes nothing equivalent. The model is one advertiser account per end client. What does exist: a single email address can access several ad accounts as long as a role has been assigned in each, with the user switching between them. That is not pooled billing and not a consolidated view.

Commerce: catalogues on both sides, different mechanics

Meta made the product catalogue a pillar of its commerce offering. ChatGPT Ads offers campaigns built from a product feed: you connect a catalogue, mark which products are eligible for advertising, and the platform builds ads from catalogue attributes.

Good news for a retailer already equipped: the expected format is Google-compatible product feed data, which makes a good part of existing work reusable.

  • Hunting for interest audiences. They have no documented equivalent: the signal is thematic and conversational.
  • Looking for the bid at ad set level, which here means campaign level. It sits at the ad group.
  • Producing twenty creatives and letting the algorithm sort it out. The format is short and the levers few: two or three well-differentiated ads are enough.
  • Treating the daily budget as a hard cap. It is a delivery target.
  • Launching on oCPC with no measurement. The documented prerequisites rule it out.
  • Killing it after a few hours. OpenAI advises waiting at least 24 hours before concluding there is a delivery problem.
