ChatGPT Ads: the complete 2026 guide to advertising on ChatGPT
Last updated: August 24, 2026, verified against official OpenAI documentation (help.openai.com). This topic moves fast: some features change week to week. We update this page whenever something material changes, rather than publishing it once and letting it go stale.
ChatGPT Ads is OpenAI's advertising program inside ChatGPT. This guide answers the first-level questions, what it is, where it's available, how to open an account, what it costs, how targeting works, then points to our specialized guides for each topic (pricing, context hints, pixel, ecommerce, agencies).

What exactly is ChatGPT Ads?
ChatGPT Ads is an ad space shown below ChatGPT's answers, clearly separated from the text generated by the model. An ad includes the advertiser's name, favicon, a title, a description, an image and a link to a landing page. Per OpenAI's own documentation, ads don't influence ChatGPT's organic answers: the model answers first, the ad appears afterward, in a distinct placement.
Only Free and Go accounts see ads; Plus, Pro, Business, Enterprise and Edu subscribers aren't shown any. Two objectives are available: Clicks (billed on cost-per-click, for a direct action) and Reach (billed on cost-per-thousand-impressions, for awareness).
Is ChatGPT Ads available in your country?
This is the most common question right now, and a lot of content published a few months ago still says "not available yet" or points to a 2027 timeline, that's now outdated. On August 18, 2026, OpenAI announced ChatGPT Ads expanding to 31 European markets (all 27 EU member states, plus Norway, Iceland, Liechtenstein and Switzerland) starting August 24, 2026. Initial European access runs through OpenAI's Ads Solutions team and agency or technology partners; self-service is planned for later this quarter.
Outside Europe, self-service has already been live in several markets since the pilot launched in February 2026.
| Country / region | ChatGPT Ads | Self-service access |
|---|---|---|
| France, Germany, Spain, Italy and 23 other EU markets + Norway, Iceland, Liechtenstein, Switzerland | Launching 08/24/2026 | Coming later this quarter |
| United Kingdom | Yes | Yes |
| United States | Yes (pilot since February 2026) | Yes, since May 5, 2026 |
| Canada | Yes | Yes |
| Brazil, Mexico | Yes | Yes |
| Japan, South Korea | Yes | Yes |
| Australia, New Zealand | Yes | Yes |
We'll keep this table updated as European self-service opens up, that's exactly the kind of change we track first.
How do you set up a ChatGPT Ads account?
Account setup follows a structured flow, as documented by OpenAI:
- Have (or create) an OpenAI account.
- Access Ads Manager, the campaign management interface.
- Enter your company information.
- Set the account's country, currency and timezone, none of these three can be changed after account creation, worth double-checking carefully, especially for an agency managing a client in a different currency from its own.
- Complete identity verification (Persona).
- Fill in advertiser account details.
- Set up billing.
- Add a payment method.
- Invite the team members who'll manage the account.
How do you structure a ChatGPT Ads campaign?
A ChatGPT Ads account follows a three-level structure, in this order:
Campaign → advertising objective, budget, targeted countries, flight dates.
Ad Group → a single intent, theme or use case, with its associated context hints. OpenAI recommends keeping each ad group focused: if you have meaningfully different products, audiences or use cases, create separate ad groups instead of combining them.
Ad → title, copy, image and landing page.
This hierarchy closely mirrors Google Ads or Meta Ads, which makes the transition easier for an advertiser already experienced on those platforms.
How does targeting work on ChatGPT Ads?
The most commonly misunderstood part: ChatGPT Ads doesn't work like Google Ads, where you buy an exact-match keyword. OpenAI's system evaluates several signals when choosing which ad to show: the context and intent of the current conversation, the ad's landing page, the ad's title and copy, the context hints and targeting provided by the advertiser, and select signals from the broader ChatGPT experience when ads personalization is enabled (a reminder: it's off by default in Europe for GDPR compliance).
In practice, an advertiser doesn't target "car insurance" as a fixed keyword: they describe, through context hints, the needs, situations and conversation topics where their product makes sense. That's a genuinely different mental model from classic paid search.
What is a "context hint"?
A context hint describes the conversations, topics or themes where your product or service may be relevant. These are not exact-match keywords: they're broad thematic signals that help the system understand when your ad group is likely to apply. OpenAI recommends phrasing hints as needs and situations rather than a plain list of isolated words, for example "comparing car insurance before buying a vehicle" rather than just "car insurance".
This is a genuinely new skill. Our dedicated context hints guide covers the method and gives industry-by-industry examples.
How much does ChatGPT advertising cost in 2026?
OpenAI supports three bidding models: CPM (cost per thousand impressions), CPC (cost per click) and oCPC (conversion-optimized CPC). For CPC, OpenAI currently recommends a starting bid of $3 to $5 per click; below $3, campaigns typically get zero impressions because they miss the delivery threshold. OpenAI itself notes there's no reliable, generalized performance benchmark by industry yet, the figures below are orders of magnitude observed since the US pilot, not a guarantee.
On impression-based campaigns, prices have run as high as $60 per thousand impressions, with real clearing rates settling back around $25 in some categories once the pilot phase matured. Cost varies significantly by industry: high-value verticals like software (SaaS) and finance run around $8 to $18 per click, versus $3 to $5 for ecommerce and retail.
Another notable shift: at the February 2026 launch, access required a $200,000 minimum spend. That floor was removed on May 5, 2026 with the opening of US self-service, any approved advertiser can now set whatever test budget fits. The full comparison against Google Ads and Meta Ads, plus how to calculate your cost per lead, is covered further down this page.
How to estimate your cost per lead (CPL) on ChatGPT Ads
Cost per lead isn't something you read directly off the bid, it's calculated by dividing your cost per click by your post-click conversion rate. The formula is the same as on any ad platform: CPL = CPC ÷ conversion rate.
A concrete example for a B2B services company with a $10 ChatGPT CPC and a 5% landing page conversion rate: CPL = 10 ÷ 0.05 = $200 per lead. For an ecommerce business with a $4 CPC and a 2% conversion rate: CPL = 4 ÷ 0.02 = $200 as well, despite a CPC two and a half times lower, conversion rate matters just as much as click price.
One factor may work in ChatGPT's favor: intent. A user mid-conversation about a specific need is in a very different mindset than someone scrolling their Instagram feed. That lead-quality hypothesis hasn't been measured at scale on the European market yet, but it's why some advertisers are willing to accept a higher CPC than on Meta.
What is oCPC and how does it change billing?
oCPC (conversion-optimized CPC) adjusts your ad delivery based on conversion likelihood, but you still pay per click, not per conversion. That's an important nuance: oCPC optimizes targeting, not the billing model. Turning it on requires having conversion measurement already configured (pixel or Conversions API), otherwise the system has no signal to optimize against.
Conversion tracking: pixel and Conversions API
ChatGPT Ads supports two conversion-tracking methods: a classic JavaScript pixel installed on your site, and a server-side Conversions API, more resilient against tracker blockers. Conversion measurement is a prerequisite for using oCPC. The most requested integrations, Google Analytics 4, Google Tag Manager, UTM handling, follow the same logic as other ad platforms, which shortens the learning curve for an already-equipped team.
ChatGPT Ads for ecommerce: campaigns from a product feed
OpenAI already offers Product Feed campaigns, and notes this format is among the best performers observed since the pilot launched. In practice, an ecommerce merchant connects their catalog (CSV, hosted feed or SFTP depending on the method) and lets the system generate ads from the products, rather than building each ad manually, a setup close to Google Shopping or Meta's catalog campaigns.
Custom audiences and available targeting
ChatGPT Ads supports custom audiences at the campaign level, alongside country and context-hint targeting. The level of granularity is still less developed than on Meta Ads or Google Ads, consistent with an ad channel that's only a few months old.
Ad policies: what's restricted or prohibited
OpenAI's ad policies exclude or restrict several sensitive categories and contexts (health, finance, adult content, gambling, etc.), with an update as recent as August 10, 2026. These rules change regularly: unlike the rest of this guide, the policy section is worth re-checking directly on OpenAI's help center before launching a campaign in a regulated industry.
ChatGPT Ads for agencies: what to know
A structural point for any agency: OpenAI currently requires a separate advertiser account per end client when managing multiple clients, there's no (yet) centralized multi-account structure like Meta's Business Manager or a Google Ads MCC account. An agency planning to manage ChatGPT Ads for several clients needs to plan around this constraint from the sales stage onward, in both org structure and billing.
ChatGPT Ads or ChatGPT SEO (GEO): which one should you choose?
The two don't play the same role, and neither replaces the other. GEO means appearing directly inside the answer generated by ChatGPT, with no ongoing spend but no guaranteed position. ChatGPT Ads means appearing in a sponsored placement, separate from the answer, with direct control over visibility as long as the budget is active. By building an ad model, OpenAI is confirming that ChatGPT is becoming a full discovery channel, which mechanically raises the stakes for being cited organically, independent of any media spend. Our guide to ChatGPT SEO (GEO) covers how to structure content to be chosen as a source. Businesses that combine both fronts build a lead competitors will take time to close.
Checklist before launching a ChatGPT Ads campaign
- Check your market's availability in the table above, and whether access still runs through a partner or is already self-service.
- Define your objective: Clicks (CPC, direct action) or Reach (CPM, awareness).
- Write your first context hints as needs and situations, not as isolated keywords.
- Set up conversion tracking (pixel or Conversions API) before considering oCPC.
- Calculate your target CPL from your actual conversion rate on other channels, don't start from a theoretical number.
- Plan a modest test budget: at $3-5 minimum per click, a few hundred dollars is enough to evaluate the channel.
- If you're an agency, plan around the separate-account-per-client constraint.
- In parallel, audit your organic visibility inside ChatGPT with our free ChatGPT audit tool, advertising doesn't replace SEO, it complements it.
ChatGPT Ads vs Google Ads vs Meta Ads: the comparison
To put those numbers in context, here's how they stack up against the two giants of online advertising. The table below summarizes average cost-per-click across each platform, blended across industries for Meta, by industry range for Google and ChatGPT.
| Platform | Average CPC | Key takeaway |
|---|---|---|
| ChatGPT Ads | $3 to $18 depending on industry ($3-5 ecommerce/retail, $8-18 SaaS/finance) | CPM up to $60, high-intent mid-conversation audience, still a relatively uncrowded market |
| Google Ads | $20 to over $900 depending on industry (logistics, healthcare, SaaS, insurance) | Mature market, heavy competition on high-value keywords |
| Meta Ads | $1 to $2 on average across industries | Volume and behavioral targeting, the lowest cost per click of the three platforms |
