ChatGPT Ads vs Google Ads: what actually changes for an advertiser

Everything about Google Ads is a public characteristic of that platform and, for anything numeric, a third-party market estimate: never OpenAI data, and labelled as such.
Comparing these two channels like two ad networks would be misleading. One is a mature marketplace with twenty years of tuning, the other a months-old beta on a genuinely new kind of inventory. A familiar architecture, different controls
Good news for onboarding: both platforms share the same three-level hierarchy, campaign, ad group, ad. A Google Ads practitioner does not get lost in Ads Manager.
The bad news is its twin: the same words do not cover the same settings. The table below summarises where each decision is made.

Targeting: thematic signals versus keywords
This is the difference that changes the job, not just the interface.
On Google Ads, the advertiser buys keywords with match types and has negative keywords to carve the query space finely. Control is granular and the wording of the query is the raw material.
On ChatGPT Ads, the advertiser writes context hints at the ad group level. The documentation is explicit: they describe the conversations, topics or terms where your offering may be relevant, and they guide matching but are not exact-match targeting rules. They are broad thematic signals.
Three operational consequences:
- There is no documented equivalent of negative keywords on the ChatGPT Ads side: we flag that as unconfirmed rather than asserting it will never exist.
- Granularity moves into structure: instead of splitting by keyword you split by ad group, with the documentation asking you to keep each group focused.
- Writing hints looks more like describing situations than mining search volumes. Our method is on the context hints page.
Who exactly sees your ads
A point often glossed over, and decisive in a media plan. On ChatGPT, ads are only served to users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts see none, and OpenAI does not serve ads to accounts identified as belonging to users under 18. Ads stay separate from the model's answers.
On Google, ad inventory is not segmented by subscription tier: Search is free for all of its users.
What that means in practice: on ChatGPT Ads part of your audience may be structurally out of reach, particularly in B2B where heavy users are often subscribers. That is not a flaw in the channel, it is an input to your coverage maths, and an argument for keeping ChatGPT SEO work running in parallel, since organic visibility reaches every plan.
Buying models and bidding
ChatGPT Ads currently offers three objectives: CPM, CPC and oCPC. oCPC optimizes toward conversion likelihood but still bills per valid click, and it requires conversion tracking to be in place with exactly one active standard conversion event. The maximum bid is entered at the ad group level.
Google Ads offers a substantially wider palette, including value-oriented automated strategies and a set of dedicated campaign types. That is the classic advantage of a mature platform.
On amounts, only one thing is official from OpenAI: the recommendation to start CPC campaigns with a maximum bid of $3 to $5 per click, together with the statement that there is no reliable, generalized per-industry performance benchmark yet. Any average-CPC comparison between the two platforms therefore rests, on the ChatGPT side, on unverifiable third-party observation. We will not make one.

Budgets and entry thresholds
On the ChatGPT Ads side, two documented markers shape entry:
- a minimum daily spend of $25 per campaign, varying by the account's billing currency;
- the daily budget is a delivery target, not a hard cap; for strict control, the documentation presents the campaign-total budget as the stricter control.
The headline fact is elsewhere: the $200,000 minimum that gated access at the February 2026 launch was removed on May 5, 2026, when US self-service opened. The channel went from a large-account product to something a mid-sized business can test. If a source still says otherwise, it predates May 2026.
Google Ads, for its part, imposes no comparable floor and allows very low daily budgets, at the cost of residual delivery.
Measurement and attribution
ChatGPT Ads documents measurement in two parts: a JavaScript pixel and a server-side Conversions API, which can coexist. Ads Manager Beta reporting includes impressions, clicks, spend, CTR, average CPC, average CPM and conversions, in table view, chart view and CSV export.
Two cautions that are worth real money:
- The main Conversions column counts click-through conversions only.
- View-through conversions, shown for some accounts on a fixed one-day window, are separate supplemental reporting that OpenAI says should not be added to conversions or used for core metrics like CPA.
Google Ads offers a far broader measurement and modelling apparatus, with configurable windows and attribution models. Comparing the two "conversions" columns without reprocessing is therefore meaningless. Implementation on the ChatGPT side is detailed on our pixel and conversion tracking page.
Formats and creative
On ChatGPT Ads the ad is made of a headline, a description, an image and a landing URL, shown below the answer. There are no documented extensions, no sitelink block, no dynamically assembled variants. Retailers additionally get product feed campaigns.
Google Ads offers a much wider range of formats and assets, plus automated campaign types that compose their own creative.
So there are fewer creative levers on the ChatGPT side, which has a counterintuitive consequence: the landing page carries proportionally more weight, since it holds everything the ad cannot say. Geographic coverage and maturity
ChatGPT Ads has been available in 31 European markets since August 24, 2026, that is the 27 EU member states plus Norway, Iceland, Liechtenstein and Switzerland. The European launch shipped without ad personalization, on GDPR compliance grounds. Self-service Ads Manager opened in the United States on May 5, 2026.
Google Ads has been available in nearly every market for two decades, with the ecosystem of agencies, third-party tools and certified professionals that comes with it.
That maturity gap should show up in expectations: on ChatGPT Ads you are testing a channel under construction, with features appearing mid-flight and documentation that moves. That is not a flaw to hide from a client, it is a condition to write into the proposal.
What Google Ads does that ChatGPT Ads does not yet document
A useful list for setting expectations, worded as gaps in the documentation rather than permanent prohibitions:
- A multi-advertiser management account along MCC lines, with pooled billing and a consolidated view.
- Demographic targeting by age or gender.
- Lookalike audiences built automatically from an existing audience.
- Retargeting of site visitors.
- Negative keywords and match types.
- A product feed API to automate catalogue connection.
- Sub-national geographic targeting outside the United States.
The product is in beta: several of these could appear. Be wary of content asserting they already exist.
What ChatGPT Ads brings that Google Ads does not
The channel is not simply a less complete Google Ads. Three differences work in its favour:
- A different moment of exposure. The ad arrives after a structured answer, at a point where the user has already framed their need. It is neither a discovery query nor passive browsing.
- An inventory that is still uncrowded. The surface is young and many advertisers are waiting. That is mechanically a window, even though no official data lets anyone quantify the advantage.
- Continuity with organic visibility work. The same technical requirements, starting with not blocking OpenAI's crawlers, serve both the ads and ChatGPT SEO.
How to choose, concretely
A sober decision grid, with no prefabricated conclusion:

In every case the prerequisite is the same: a reachable landing page, consistent with the promise, that does not block OAI-AdsBot or OAI-SearchBot.
