ChatGPT Ads location targeting: countries, cities, regions and ZIP codes
Last updated: August 24, 2026, verified against official OpenAI documentation, updated the same day. The product is in beta: we consistently separate what OpenAI documents from what circulates as third-party observation.
Geographic targeting is one of the settings European advertisers ask about most, and one of the least documented in detail. This page brings together what the documentation confirms today, what changed on August 24, 2026, and what is still unclear. The broader setup is on our ChatGPT Ads campaign setup page.

Country targeting, the documented baseline since launch
At campaign level, geographic targeting is set by country. That is the documented granularity for every market since the product launched, and it remains the reference for the vast majority of advertisers outside the United States. ChatGPT Ads has been available in 31 European markets since August 24, 2026: the 27 European Union member states, plus Norway, Iceland, Liechtenstein and Switzerland.
The finer targeting already documented, limited to the United States
A finer level of detail already exists, but it is explicitly limited to the United States: targeting by state, by designated market area (DMA) and by ZIP code. That is the only sub-national targeting the documentation describes with precision to date.
For an advertiser running campaigns in several countries, this is worth knowing before building a media plan: the method that works for a US client (targeting a state or a zone) does not carry over as-is to a European client until an equivalent granularity is confirmed market by market.
What changed on August 24, 2026: finer targeting "where available"
The official campaign creation documentation, updated on August 24, 2026, now confirms finer geographic targeting where available, in addition to country-level targeting and the US state/DMA/ZIP code setup. That is a real change, confirmed in its principle.
What is not published, on the other hand: the list of markets involved, and the exact granularity (city, region, department, postal code) offered in each. The phrase "where available" itself signals a rollout that is gradual and uneven. We therefore flag it as confirmed to exist, not detailed in its scope, rather than claim that "Paris" or "Bavaria" targeting is already available everywhere.
Until the detail is published: how to target finely anyway
Until the exact scope is published market by market, three levers help compensate for a granularity that is still uncertain:
- Context hints, which describe the conversations and topics relevant to your offer at ad group level (method detailed on our ChatGPT Ads context hints page). A local offer can signal itself through the vocabulary used, absent a guaranteed fine-grained geographic filter.
- The language and wording of the ad itself, which naturally speaks to a regional audience without depending on a targeting setting.
- The landing page, which can show localized content once the click happens, even if targeting upstream stays national.
Before building a campaign around an unconfirmed fine-targeting assumption for your market, check directly in Ads Manager which options are actually offered when you create the campaign: that is the most reliable source, more reliable than any third-party page, including this one.
What is not publicly documented
Points we flag as unconfirmed for lack of an official source:
- The list of markets already benefiting from fine geographic targeting outside the United States is not published.
- The exact granularity (city, region, department, postal code) offered in those markets is not detailed.
- Any rollout timeline to other markets, if one exists, is not disclosed.
- How geographic targeting behaves combined with custom audiences, market by market in Europe, is not publicly detailed.
