What changed on 31 August 2026 for a French advertiser
Two dates are still routinely confused.
On 24 August 2026, ChatGPT ads started serving across 31 European markets, France included. But buying that inventory meant going through the OpenAI Ads Solutions team, a partner agency or a technology partner. In other words: ads existed in France, but a small business could not buy them on its own.
On 31 August 2026, OpenAI opened self-service to Europe, India, the Middle East and North Africa. That is the change that matters for a French business: you open an account, add a payment method, launch a campaign. No intermediary required.
Working with an agency remains perfectly sensible, especially when conversion measurement is not yet in place. It is simply no longer a technical requirement.

Opening an account from France, and the decisions you cannot undo
Sign-up happens on ads.openai.com, with an existing OpenAI account or one created for the purpose. Allow around thirty minutes, identity verification included.
- Enter your company details (legal name, address, registration number).
- Choose the country, currency and time zone. These three settings cannot be changed afterwards. An agency opening an account for a client in another currency should pay close attention: there is no correction later.
- Complete identity verification, handled by Persona.
- Set up billing and add a payment method. Expect a temporary bank authorisation of around 100 dollars: this is a card validity check, not a charge.
- Invite your team from Settings, Users, Invite.
Two things regularly catch people out. First, regulated sectors (finance, health, legal) trigger a manual review, so allow time before first delivery. Second, if you are an agency, each advertiser account must be created with a different email address; afterwards, however, one user can be invited to several accounts and switch between them. The constraint applies to creation, not to daily access.
Currency, VAT and billing seen from France
The account is billed in the currency chosen at opening. OpenAI publishes minimum daily budgets per currency (25 dollars in the United States, 15 pounds in the United Kingdom, 725 rupees in India, among others), but no euro amount appeared in the documentation as of 1 September 2026. We therefore publish no euro figure here: the only amount that counts is the one shown in your own Ads Manager when you create the campaign.
Billing works on a payment threshold rather than a fixed monthly charge: you are charged each time accumulated spend reaches a threshold, or on a set date if the threshold is not reached. A failed payment stops delivery, which is the most common failure mode on new accounts.
On VAT we stick to what is verifiable: enter your intra-community VAT number in the billing settings and have the applicable treatment confirmed by your accountant. The reverse-charge rules depend on which OpenAI entity invoices you and on your own status, and that is not something an online guide should commit you to.
What targeting actually allows from France
This is where expectations inherited from Google Ads and Meta Ads meet the reality of the product.
Personalised advertising is not available in the European Economic Area or Switzerland. Opening self-service changed nothing here. You are not targeting a browsing history or a profile: selection rests on the context of the ongoing conversation, general location, language, and the context hints you provide.
Fine-grained geographic targeting remains documented for the United States only (state, media market, postcode). From France, the working unit is the country. A local business serving one city should plan for this: geographic selection will not filter on its behalf, so the ad copy and the landing page have to qualify the visitor instead.
The practical consequence: in Europe, the quality of your context hints and landing page carries mechanically more weight than in the United States. It is the only precision lever you have left.
Measure before you spend: the highest-return step
OpenAI now describes the Pixel and the Conversions API as the foundations of measurement and optimisation, and reports that outcome-optimised bidding accounts for the majority of campaigns. Launching without measurement therefore means locking yourself out of the bidding mode other advertisers already use.
Three technical details break measurement silently and deserve a check before the first euro is spent:
- The pixel must be initialised, not merely loaded. A script that is present but never initialised sends nothing, and nothing flags it.
- The attribution parameter must survive your redirects. ChatGPT Ads appends a click parameter to the destination URL. If your site redirects while dropping the query string (www switch, URL normalisation, locale forcing), attribution is lost: you pay for the click with no way to tie it to a conversion.
- Consent must be wired to the pixel. In Europe, measurement only starts once consent is collected. A banner that does not actually control the pixel produces either empty measurement or a compliance problem.

Your pages must let OpenAI's crawlers through
An ad whose landing page blocks OAI-AdsBot is rejected outright: this is disqualifying, and it is the most common cause of rejection we see. OAI-SearchBot separately governs your organic presence in ChatGPT answers.
Check robots.txt, but do not stop there: a web application firewall, a CDN, bot protection or rate limiting can block these agents with nothing visible in robots.txt. OpenAI publishes IP address lists for allowlisting at openai.com/adsbot.json and openai.com/searchbot.json.
Common mistakes among early French advertisers
- Picking the wrong currency at sign-up, without knowing the choice is permanent.
- Launching without measurement, then concluding after three weeks that the channel does not convert, when nothing was being reported.
- Expecting city-level targeting that does not exist outside the United States, and spending budget on out-of-area visitors.
- Bidding too low. Below 3 dollars per click campaigns generally get zero impressions: budget goes unspent and the campaign looks idle with no error shown.
- Forgetting the privacy policy on the landing page, required by ad platforms and scrutinised particularly closely in Europe.
Paid and organic: two fronts, not a choice
Self-service opening puts ad buying within reach of every French business at the same moment. Mechanically, that intensifies competition over inventory only a few months old. Organic visibility inside ChatGPT answers cannot be bought: it is built, and it keeps producing results after the ad budget stops.
